Mapping the Vitality Plan and the Future-Ready Enrollment Plan to the SOU Strategic Plan.

The SOU Strategic Plan adopted by the Board of Trustees in October 2025 remains the university’s governing framework. It sets three priorities — Students Thriving, Team Thriving, and Institution Thriving — and eleven objectives beneath them, each with suggested key performance indicators and each fed by a set of named workflows.

Two planning efforts now carry much of the work of delivering on those objectives. The Vitality Plan, finalized July 21, 2026, is the university’s path to fiscal sustainability and, at the same time, its answer to an identity question: what SOU will be as a small, place-based, regional public university. The Future Ready Enrollment Plan 2025–2027, developed by the SOU Enrollment Council, is the strategic enrollment management plan — and it is the same Future-Ready Enrollment Plan already named as a workflow in the adopted strategic plan, which means it does not need to be bolted on. It was always part of the architecture.

This document does not replace any of the three. It maps them. Each pillar and each objective from the adopted strategic plan appears here in its original form, with its original workflows and KPIs, followed by the strategies and tactics from the Vitality Plan and the Future-Ready Enrollment Plan that will actually move that objective’s outcomes. Read down a pillar to see what the university committed to; read across an objective to see who is doing what about it.
